In May 2005, my husband was threatened/assaulted with a hatchet by our neighbor. I called 911 immediately to report the threat. In addition, my father ran out of the house to see if he could help.
When the police arrived, their investigation was extremely biased. The never interviewed my father or me. After they "completed" their "investigation", my father asked one of the officers why the neighbor would not be arrested, but he was told to "shut up or I will arrest you." They said that I was hysterical and, I suppose, unworthy of an interview.
After the officers left, I called another set of officers because I was scared. They were able to calm me down somewhat.
There were many other misrepresentations and outright lies in the report. I called on multiple occasions to have the matter re-investigated, but no one ever responded.
We took the neighbor to Magistrate Court, but after a delay in the proceedings, he filed allegations against my husband and father that were never spoken of in the report and never occurred. He also hired a lawyer, who subpoenaed the officers. In the Judge's chambers, my husband was told that the officers were there to make him "look bad." Also, the officers sat with the neighbor in court, laughing and intimidating us.
My father wrote a letter to register a complaint against the officers, including his concerns and pointing out flaws/misconduct during the investigation and their behavior in court. After they received the complaint, one of the Captains called my father and husband in and advised them that they did not need to file a formal complaint because the matter was already being handled as criminal misconduct by the officers.
Well, she apparently lied, because two days later, we received a letter from the Chief of Police that addressed none of our concerns, but did say that all of his officers behaved appropriately and that if we attempted to again file any complaint, we would be charged with making false statements.
Our family is now in fear of the city police because they have basically been told to treat us in whatever manner they choose and anticipate retaliation. If another emergency occurs, who do we call to protect us? We have sent letters to the Mayor and Councilmen, but have not received a response.
