Okay. Then my answer really doesn't change and he needs to carefully evaluate his options. Without treatment on the outside, it is very likely he might one day return. if he returns he does not want to have a snitch jacket. So, he may want to keep quiet. But, this is a decision HE has to make for himself and only HE can look into himself to determine whether he can make it on the outside next time.

Drug treatment ... on the outside. He obviously has a serious drug problem and to beat it requires a daily commitment to staying clean and sober. Quite frankly, most people fail their rehab and fall back on their old ways (as evidenced by his frequent arrests already). So, since it is quite possible, even probable, that he will violate his parole due to a failed drug test at some point, he has to consider the possibility that he will one day return to custody. Since that is possibly the case, he might not want to be going back with the reputation of being a snitch.

Oh ,I see now...I got what you mean by outside..and now I understand what you meant by snitch Jacket...I did not think of that. I hope not but you are absolutly right. That I can tell him , of course he is going to argue but deep inside he knows himself. That reminded me when he told me he doesn't need to go to that 3 months program, out of prison earlier and have 5 months probation instead of one year because he knows he would not going to fail. I was happy because I thought he is assure of himself by taking risk and stay under paroll for one year instead of 5 months. But again, your experience and mine tells us you can't trust them unless time goes by and they still stay clean until then there is possibility..right.
