help with condo rules and bylaws

What is the name of your state?Massachusetts

I live in half of a two unit condo. The person who bought the other side a few years back has repeatedly stated that the condo rules do not apply to him and has proceded to break all of them. Every time we talk about this problem they make a point to go out of thier way to make things even worse. The house is starting to look a mess and its value at sale time would most likely be less than what I could get if he kept his side up. What can I do to enforce the condo rules and get this person to clean up his side of the building and his rude behavior?

There is no condo board! there is only one building with two units (Duplex type). What type of legal recourse do I have to get these people to obey the condo doc's? Once again they say they do not have to follow any rules!

**A: you can sue neighbor for conformance with the CC&R's.
