Hot Water issues

I rent one of three apartments in a building, utilities are separate. I've rented here for over a year now. I've always thought that the hot water was shared with my upstairs neighbor, I called a plumber out to prove it but as I do not own the property they could do nothing, NYSEG also can do nothing without LL permission. LL of course denies permission and denies hot water being shared.

My hot water heater was replaced yesterday due to a leak from the bottom, while the plumber was here to install it, I asked him if he could tell if the other hot water heater was hooked up or if there was another apartment on my line.

He looked at it, said it is off, he traced the water lines/gas lines that go in to it and the water line that goes out, they are all off.

I've been paying gas for my hot water and my neighbor's hot water for over a year, short of moving, what can I do?

Contact this plumber and ask that the finding be but on company stationary or invoice info only about the one units hot water lines going to your units hot water heater and send it to you ,( even if there is a fee) as far as first plumber goes sounds like you were blown off. To visually follow pipes is not a install or repair so no logical reason to need a LL consent since there was zero actual change to the plumbing. You can also choose to turn the cold water supply valve into the hot water heater OFF when your not using hot water then if you suddenly find it on thats a big hint or if all the sudden you hear grumbling about `no hot water ` You also did not mention this other item so gonna ask , Assuming the hot water heater is in the basement How many hot water heaters are down there ? NYSEG is only a util co Not building inspections? you certainly are free to call building inspections too. So your not out of options ( let alone calling your city to learn if your building used to be just a two unit at one time and if it was then what date do they have listed for the third unit as date it was permitted and if it was a conversion at the time were they supposed to verify separated utility lines or not )
