I rent one of three apartments in a building, utilities are separate. I've rented here for over a year now. I've always thought that the hot water was shared with my upstairs neighbor, I called a plumber out to prove it but as I do not own the property they could do nothing, NYSEG also can do nothing without LL permission. LL of course denies permission and denies hot water being shared.
My hot water heater was replaced yesterday due to a leak from the bottom, while the plumber was here to install it, I asked him if he could tell if the other hot water heater was hooked up or if there was another apartment on my line.
He looked at it, said it is off, he traced the water lines/gas lines that go in to it and the water line that goes out, they are all off.
I've been paying gas for my hot water and my neighbor's hot water for over a year, short of moving, what can I do?
