if someone is filing for ch7, and it gets dismissed, does the creditor has an option at that time to switch to ch13 without any delay in time? Otherwise debtors would get the heck out of the creditor in no time.

First, lets get the terms straight - creditor = who you owe money TO, debtor = the one who OWES the money.

Yes, you have the chance to convert to a 13 rather than have the CH 7 dismissed. Once the CH is completely dimissed, you have to REFILE the ch 13 and will likely have to wait 6 months before you can do it.
