How to enforce property covenants?

What is the name of your state? wa

3 lots, no homeowner assoc. but covenants about what can and can't be done on the lots/properties. If something is violated, how is it enforced? Who enforces the convenants and how does one go about getting them enforced? Right now the 2 other lot owners are best buds and I can't stand either of them. Nothing to resolve as we do not want to know or deal with them, they are both wackos! Dogs, noise, encrochment, statue worship on property border, etc. Short of selling, what options are there? TIA

township or borough code enforcement office, maybe? Forming a HOA isn't in your interest, since there's three total, and you're the minority.

Why wouldn't moving be an option? Why would you want to stay that badly?
