husband's 'ex' trouble

My husband has been served for the 3rd time with yet another round of OSC by his 'ex' of 4 years ago. The last of which were denied by the court. This time his 'ex' has filed an ex parte, asking for full custody of his two boys (10 and 13). Neither of which knew anything about this, and adore their dad.
It now appears that she is faultering, and changing what she wants. That now seems to primarily be her legal and court costs covered, plus a deposit of 15,000 dollars to be put in an account for her legal expenses. My question is==can she actually collect this, when it appears that she is just harrassing him? What is our recourse. My husband is representing himself, and seems to be doing a good job, as you can imagine-the legal costs have already been high, and all for nothing. I would welcome any feedback and/or insight to this situation.

Tell hubby to file a motion for dismissal ....the reason is no substantial change of circumstances.

If that fails, then tell him to file a motion for summary judgement, including a motion to require the ex to deposit into an escrow account, the amount of $100,000 for HIS legal expenses in fighting frivolous suits.
