Basically I have no way to make him stop. Its incredibly distressing for me-- I want my apartment to be a drug-free environment, and he's smoking weed incessantly. I have seen the drug paraphernalia in his room.

If I call the police and he gets fined, am I likely to suffer as well, either at the hands of law enforcement or at the hands of my landlord?

I live in Ohio.

I don't think that anyone can answer you about the landlord without reviewing your lease, which we cannot do here.

If you have any friends in law enforcement or any friends who know someone in law enforcement you might reach out and see if they can give you an idea of how your particular city or county would handle a roommate situation where one of the roommates was smoking weed in the apartment.

Another question you might need to ask yourself is if your roommate gets evicted for this drug use are you able to continue paying the rent on this apartment by yourself?

Yes, your roommates illegal behavior can cause legal problems to you even though you have not done anything wrong. If the drug is found in a common area or among your belongings there are chances where you could get arrested. Its better that you notify your landlord on his behavior or its better that you move instead of getting arrested.
