Illegal Tenants

What is the name of your state? San Jose, CA

I have a family of four staying at my 3br,2baths. They also agree on the lease agreement that if they have guests staying over, they would let me know as well. How do I enforce making sure of this? I know that there are more people staying at the house right now, but how could I bring this matter up the right way? If I'm able to prove that there are more people than the contract allows, what would be normally the proper way to deal with this? Warn the tenants? Increase the rent? Evict them? etc..
