In the state of New York is/wamy landlord required to tell me about the star program?

You don't have to apply for it at all. The owner of the park is supposed to distribute any credits. Read through the information on the PDF link I posted and contact that agency with any further questions.


They simply do not know which I think is ridiculous. It could just be certain representatives that just did not know. Another agency says "yes, you would have had to apply and/or register with the assessor's office." Another says something different. A couple of people said that STAR is not even considered a tax matter. - 240 people in one park never knew about the STAR until their landlord told them all about it. There are so many more people that did not know about it. I am a news buff and I am also human. I did not know about it. Now I do thankfully. I will post back here within a couple of weeks when I have more information because I hope to be able to help someone else.

I think you do have to apply. According to the STAR's assessor's guide, you would have had to. Again, the system changed in 2016 where you have to apply with the state and that is what I did. I still did not receive a credit or rent deduction many years prior. - Depending on who you speak to at any of the agencies, you get different answers a lot of the time. I went through the proper chain of command with DHCS and am waiting for someone higher up to call me so I can get definite answers hopefully. What I do know for certain is that it was not my duty to just know about this program. It should have come from my landlord. Also, the 2-3000 that he received each year was not for him to keep. He is only allowed to keep 2%. I also found out the assessor's office has my unit listed as "EMPTY". This could have contributed to the problem. I am bringing them all of my proof soon. - I will update within a couple of weeks because I hope to be able to help more people than I already have. Have a good day.

Your patience is appreciated. My apologies if I did not read the information correctly on the star assessor guide. I just know when the system changed in 2016, it is the tenant's responsibility to apply through the state if they have never received or have not already been receiving the exemption. Thank you again and I'll update when I can. My landlord made an appointment with someone at the assessor's office. It's possible his lawyer advised him to do so or he realized there was a problem when I pointed out to him that he has been receiving the exemption all these years. He told me our rent will be going up dramatically if he has to pay out to me and/or pay back what he has been receiving. Even though it seems retaliatory, it's his right to raise the rent. A lot.
