What is the name of your state?-Currently, Alaska, dealing with Washington and maybe Texas

Hey everyone
I currently recieve child support through Washington State. My son and I lived there for about a year in 1998, and the biological father was attached to an Army base there as well. He got a scholarship to help him become enlisted to commissoned officer if her graduated in 2001. which he did. The father was attached to Walter Reed in D.C., and was residing in Virginia. I lived in North Dakota, and the support order was with Washington.
Well I would like to do a modification and Washington does not have the power to do that as the father does not live there. My caseworker informed it will have to be dealt with the state that the father resides in. Which was Virginia, by time Virginia registered the case, the father got orders to a base in Texas in February 2005. Washington is aware he is no longer in Virginia and is closing the case with VA.
Now I had contacted the OAG regarding how this would go in regard to my situation.
They replied with I have a slim chance of Texas registering, modifying and enforcing a child support order. That I need to go through the state I live in now and see if they will let Texas take the case.
I am beyond confused because Texas also told me they do not have jurisdiction over the father even though he resides in El Paso. I have read alt about every states Interstate Child Support and I just do not understand why they would say this.
I have been told Texas is not being truthful because they do not want to deal with my case.
Also, my caseworker informed me when I do a modification, I would lose my child support for a few months. I do not understand that either because its garnished out of the father's check every single month and there are no arrears.
I hope someone can offer some advice because I have been really worried and stressed out about this and keep hitting a dead end with my caseworker and Texas.
The father does not have custody of any sort or visitation at all. I have my son 100% of the time even though I have made it clear on several occassions that I would and am willing to let the father see his son at his convience.

Currently, NCP has support garnished through the WA order...no arrears. You receive the garnished support from WA. Is there any reason to rock the boat? If it's not broke...

Are you wanting to seek a support modification?

If you want to review/modify the WA order, wait until you have established residency in AK (6 mo?) and petition AK to assume jurisdiction. As AK can then be considered the child's new "home state", AK would be the state through which to seek a modification.

Father can contest AK's jurisdiction over support modification, but then your problem would also be solved. Good luck.

I heard that from a few others a well. But the states( all 3 of them) are not giving me answers or returning phone calls and this is very frustrating and stressful.
I am looking to modify the order and that is why I need to know what state is the state to take the power to modify it.
WA state says TX will and TX says AK will.
I have lived here for almost a year, so residency is already in place.
I will contact AK CSE again to see what can be done.
