Is it illegal for someone to hit my car while parking?

What is the name of your state? Illinois

I have a brand new car I purchased two months ago and this parked their car behind mine today hitting my rear bumper. There was no note and nobody around when I came back to find my car like this.

I can't find any info on this type of situation online. Is this illegal and what can I do about it?

Yes. It is illegal for a vehicle to hit a parked vehicle and it is illegal for the one who hit the parked vehicle to leave the scene of the accident.

You can file an accident report with the police and contact your insurer.

Presumably, you have damage to your car.
Absent any evidence as to who did it, you're out of luck.
Don't expect the police to do any investigation.
If the car is financed or leased, you have collision coverage. Report it to your insurer and move on or just eat the loss yourself.
Life isn't always fair.

If the car is parked and the damage is minor it will still consider as a crime.
