Cit, you need to find out what the local noise ordinance is for your state and what your housing associations by laws are.

Where I live, there is a variable limit depending on zoning and time of day, and to document it the law enforcement has to make a measurement (forget what the device is called) from either the edge of your property or somewhere on an adjacent property to prove the noise level is above what is allowed.
