J-1 problem !

Michigan ,

my cousin came on a j-1 visa for a work and travel program , and he has the 2 year residency law applies !, never recieved any fund from his home country govt ,or a US govt agency at all .

would he be elligable for a waiver ? under no objection letter , or if he has a US spouse or a child born after , will it will be easier to do extreme hardship ?

He needs to find out why 212(e) applies...what is his country and occupation...that might be a good start.
