There would be no direct reference to cell phones. Quite simply, a collection agency cannot cause charges to be charged to you in an effort to collect a debt, (check their example of telegrams and collect calls).

Since cellphone users are charged for their minutes, this would be causing the creditor to be charged for the collection agencie's efforts to collect.

So, if a person had metered telephone service, are you saying that this rule would apply?
