I know the police cannot release the name of a 17 year old to the press, but are they allowed to broadcast the names of juveniles who they arrested all over the town?

Well, it may not be true that they CAN NOT release the names of juveniles to the press though that may be the practice or policy - I'm not sure.

But, what exactly do you mean by "broadcast"? How are their names being "broadcast" around town?

If their names are being dropped as officers investigate the case, that is a natural byproduct of investigations. Its difficult to interview people about a juvenile without telling them who the kid is.

The arresting officer has told, in a bragging manner, at least two different parties (not law enforcement) that he arrested a certain juvenile on underage drinking violations. Both parties are willing to testify to this.

I forgot to mention that this was in no way a part of any investigation, as these two individuals are private citizens in town. Both came forward to me with this information about my juvenile son.

I don't know what the laws in PA are concerning this, but unless there was some damage done this may be no more than a procedural problem that needs to be addressed within the agency. However, being an arrest, it may not be subject to non-disclosure laws.

You should contact the agency first, and see what they have to say about the matter. if it's money you seek, then go to an attorney (but without damages I doubt there's going to be much there). If it's simply an end to the chatter about the issue, then you need to speak to the agency.
