lack of diagnostic testing

My 81 year old mother lives in Pennsylvania by herself. She has had CT scans and periodic check-ups for the past 1 1/2 years by a pulmonologist and her regular doctor for a "spot" on one lung. No other testing was done and the doctors did not know what it was but decided to "watch it". Last month the pulmonologist told her the spot had gotten bigger and she needed to have the lung removed. She went to my sister's house in Virginia to have this done. When they went to the surgeon he recommended additional testing, did a biopsy of the lymph nodes and found cancer that is now in her lymph nodes and lung. We feel the pulmonologist in PA should have recommeded additional testing and is negligent. This has started in PA but is now in VA. In which state should we proceed? How would we find an attorney that specializes in malpractice in another state?

What state? Start with the state where the doctor let it go unchecked, or if you go to alwyer in the curent state he or she will help you find one to associate with if appropriate.
