Landlord responsibilties with defective phone lines

What is the name of your state?Washington state. I have signed a 15 month lease and found out that two out of 3 phone lines do not perform perfectly. I am specifically talking about DSL. The current company says it is in the apartment where the connections are not complete. I am suppose to pay for the DSL company to come out. Why is the landlord not responsible? :confused:

Unless your lease SPECIFICALLY says DSL quality lines provided by the landlord (it doesn't), the landlord is only obligated (where required) to have working TELEPHONE lines.

And to add, even if the lease states that landlord provide internet connection, such connection would be considered the phone line dail-up and not specifically DSL or cable connection.

Place your DSL modem/router and such near the one working phone jack. Make that your "networking closet". If you can't have a computer there, then place the modem and go with a wireless setup.
