What is the name of your state? Georgia
is the losing party in a civil action liable for the costs incurred by the winning side? Specifically, if an inmate sues the parole board in an equal protection and ex post facto case.

Then the answer is no and because of the type of case, would most likely have been denied if asked. This would not be a civil case anyway, it would be a revision to a criminal case.
