Are the adult surviving children (one in California, one in Nevada) responsible for the deceased's bills (e.g., credit cards, utilities, etc.)?

No, but the mother's estate is. All creditors must be paid out of the estate before the beneficiaries are paid. However, if the estate is insolvent, then the creditors get zip.
