I received a ticket back in 1985 for making a right at a redlight. It was in a suburb of Chicago.
I moved to Texas shortly after I was issued the ticket. According to their records the ticket was never paid ($50.00).
I was never notified by anyone until today (16 years later) when I received a letter in the mail from the Texas Department of Transportation informing me that my "driving privelages" will be revoked unless I provide "Evidence of Compliance" with The Illinois Department of Transportation.
Is there any kind of Statue of Limitations?
I don't know much about the laws and I would appreciate any kind of advice.

Thanks

I don't think so.
I had the same problem after moving to Nevada in '95 - went in to change my California license, filled out the paperwork, they punched it in, showed me the app printout, was asked if everything was OK, said clerk had misspelled my last name(everyone's left the last S off so long, I gave up correcting them, but THIS time ...), they corrected the spelling, ran a records check and lo and behold a license suspension in Florida in 1979 for unpaid ticket.
They gave me a phone number for Florida DMV and 20 minutes and a little Mastercard work later, my $25.00 fine was paid and the DMV clerk had a FAX in her hand clearing the suspension.
Easier paid than fought, I think.

Good luck -
