I have had custody of a child in north carolina for the past six months. the biological mother signed the forms giving us custody and terminating her parental rights. the father was supposed to sign but is stalling. the child is a special needs child. it was determined by psychologists that she had been abused and medically neglected by her father, although no charges were filed. dss was about to investigate the father,when my wife and i intervened and agreed to take custody when the mother gave up her parental rights. we want to adopt the child but the father will not agree. he has not seen or inquired about the child since we assumed custody. what can we do about filing for adoption. i know we can go through an attorney, but can we file a petition for adoption our selves and what are the forms and steps to do this.

You really need to obtain an attorney for this. This particular adoption is very complex. An attorney is a neccesity.

i realize that i may need an attorney and i know it want be easy, but i want to know the procedures and the documents involved. then i can make my decision. thanks for your reply.
