Is my mother eligible to apply for citizenship?

1. February 1st 2012 becomes a US resident
2. 2012 makes a 5 months trip abroad
3. 2013 makes a 5 month trip abroad
4. 2014 makes a 5 month trip abroad
5. 2015 makes a 4 month trip abroad
6. 2016 NO trips abroad ---- plans to apply in November 2016 for citizenship.


Cumulative time for trips abroad over the last 5 years is 19 months.
Presence in the country over the last 5 years will be 41 months in January 2017.

I just heard that US does not like to grant citizenship to people who make frequent trips abroad even if they last less than 6 month but they are friequent.

Look at section C of this part of the USCIS policy manual. While your relative does not have the automatic presumption of not maintaining continuous residence in the U.S. to qualify for Citizenship, it may be reviewed by the Immigration Officer to establish the U.S. is your relative´s principal residence and that they meet the statutory time in the United States. Your relative bears the burden of proof to show continuous residence.
