Neighbor delaying move of fence

My house was built 4 years ago. Not until a year ago did I realize that the fence that was put was not on the property line. I discussed this with my neighbor and she agreed that there was a problem (looking at the plot plan).
I could have gone the ugly way and had a survey taken and given her 30 days to respond to move her lanscaping or get her own survey at her expense and then move the fence 2 feet towards her. But she was a neighbor and you had to be civil so I said I'll see if I can persuade the builder to pick up the tab for all the expenses mine and hers (survey,moving lanscaping,moving the fence,moving sprinklers). The builder realized that he had made a mistake and took responsibility. A fencing company, landscapin company, and surveying were contacted by the builder. In short not one cent is coming out of my neighbors pocket because of me. Now she is asking the builder for survey report, how the vegetation will survive 3-5 days will moving the fence, and other stuff. She is delaying the project because she won't give authorization for the work. Does she have the right to do that. They can always work from my side. What do you think. This is what I get from being nice.
 


Considering that the builder even remotely considered picking-up the tab on any of this in the first place, leads me to believe that the builder is just trying to be reasonable. Using that as a reference, also leads me to believe that if some form of objection is being made about plant survivability has been presented to the builder by your neighbor, then the builder, being reasonable, is just trying to maintain that same reasonableness. I could be wrong.
