Neighbor threatening to move fence

The house I own I've lived in since 1975, when I was a child. The back fence is old and decrepit and will need replacing eventually. The neighbor who shares the fence had the nerve to tell me this week that he wants to move the fence to the original property line. It wouldn't be more than a foot and a half, but the fence is 30' long.

The neighbor has lived there for a long time, too, maybe even longer than I have. The fence may predate his residence, but I do not know. This issue has never been raised before, and I was assuming that each of the three fences I share with my three neighbors were on the property line to begin with.

I responded that he should contact his surveyor and send me the paperwork. If this does happen, there's no way that I'm paying for half of the fence. Otherwise, I might have been open to the idea.

I'll wait to hire my surveyor until after he pays for his.

The question is: How long does a fence have to be in situ for it to become a permanent boundary, or does that even happen?
