Neighbor using our street address

Ohio - An address correction was made to a vacant lot and an adjoining piece of land with a house on it that was broken up and sold separetely. Now the owner of the house says he is legally allowed to keep the old address because there is a sign attached to the house with the old address on it. The address correction to the house and the land was made by the previous owner before closing of either. Because the lot was located between two houeses, 5140 and 5138, we would be forced to be 5138B or 5140A, which we don't want. The change was supposed to give us 5140 and renumber the house as 5144 and as far as I know was successfully completed. I believe everything legally supports the address change done by the previous owner, but how can I get the neighbor to stop using what is supposed to be my address? I already offered to buy him a new bronze plaque with the new address on it for him but he refused. I think they are trying to intimidate us into selling to them. Any ideas? Can the county enforce using the correct address or would I have to go to court?

There was some shady dealing going on with the house owners and the seller, and the now owner of the house thought he was supposed to be able to buy the lot at some point in the future. They were very upset when they found out we closed on it right after they closed on the house. They welcomed us to the neighborhood, said the lot should have been theirs, said they were keeping the lot number and wished us good luck in getting an address, then said to let them know if we were interested in selling it.

Here in Texas, the US Postal Service assigns the numerical address number.
You might want to check with them.

We own a property with the address of 666, we asked city & county officials if we could get the number changed. We were directed to the USPS and were assigned a new number. Yes, we did have some forms to fill out.
So, um, yeah, I do think or at least in our case.

the post office may have given you another unused number, from the numbers assigned to that street by the city, but they do not assign the original numbers. 666 huh??? why did you change it??? Just Kidding. ;)
