No DL for passenger

I was pulled over, and the officer asked for the passenger's license. They did not have it with them, because we were only going down the road a couple of miles. The officer gave her a ticket for not having it. Can he really do that. The ticket was in Texas.

Why did the officer do that? Was it the passenger's car?

It's state law in Colorado to carry identification
