The point of this whole discussion is that there is nothing in North Carolina statutes that requires the CP to have a phone in her residence, to exchange such information with the NCP nor even which states 'contact' exist outside of what is mandated in the custody/visitation orders.
So, if it is not stipulated in the order that the CP is required to 1, have a phone in the residence or 2, allow the children telephone contact with the NCP, then she is well within the order.
