What is the name of your state? Ohio law

My divorce was final in August of 2004 and my ex is to pay child support and spousal support. I was on government assistance for about 10 months child support services kept my child support arrearage because of being on assistance. In August I asked if they keep the spousal support also, they said "no thats yours we have nothing to do with that, it will be owed to you and will be put in a separate account."
I have recently gotton off of assistance and they are keeping the spousal support arreage and not giving it to me. Someone please tell me the law. I have asked supervisors of child support, welfare, and laywers and I'm told "I don't think they can do that but I'm not sure." What is the law?

I wish I knew what the law was on this too. Same thing happened to my best friend. Now my b/f has overpaid child support--several thousand dollars worth--and he'll be lucky to get anything back. They say they owe him back $600, but in reality--they've held out 4 more months worth.

I'll be watching this thread too to try to offer advise to both best friend and boyfriend...

im from ohio and i over paid child support by $2000 and was told by a lawer i had to take the ex to court to get it back. but it would of cost me more to get it back than it was worth
