Dose a website need the permission from the artist to have a free download if the artist has given permission to several other places to use their music. Considering The artist isn't making any money from the music.

Also,

Is there any Copyright laws against letting users download approx 20 seconds of a song, if the source is quoted to the artist.

This is the kind of thing that got Napster and Kazaa users in trouble. If you don't have pemission from the party that owns the right to the music, then you can be sued.
