Since permits are a local matter unless every municipality is researched it is impossible to make a conclusive statement regarding a permit being required but I did look up about 10 various municipalities and all of them do require a permit for replacing a water heater.

I don't disagree with you. However, I did find web sites (for law firms) that mentioned that "most" municipalities in CA require permits, which would lead me to believe that there are some exceptions. You did catch my earlier point, though. It's not a state matter.
