eccentric, eccentric person, oddball, geek
unusual person, anomaly - a person who is unusual
crackpot, fruitcake, nut case, screwball, crank, nut - a whimsically eccentric person
nutter, wacko, whacko - a person who is regarded as eccentric or mad

All irrelevant - because in THIS thread, it means: An unreliable person; someone who agrees to do something, but never follows through. (from www.urbandictionary.com)

Like asking repeatedly to have the storm door replaced for 6 months and never following through! Saying you're going to have a company come and trim the bushes and they don't show up so she says she'll call again and they still don't show up. She probably never called. Saying she was going to have someone come out and clean the gutters and they never show up. Flake!
