You can't leave the country without a passport. To try would be foolish and I'm pretty sure you wouldn't even be able to get on the airplane without it. Whenever you land in a foreign country they have to see your passport. To come back into the country you also have to have a passport. Maybe your friend should get finances in order and find a place to live in another state or city...

He can leave. He can't come back without one and most countries will deny him entry without one as well.
The various international carriers (ship, airplane, whatever) won't carry those who are likely going to be denied entry at the destination.

I'm 12 miles from the border. I can walk across within 30 minutes if I park, 15 if I drive. Coming back, technically I'm supposed to have that passport although I have observed people still getting through with their CA driver's license (additional screening and security).

Crap, I also forgot about APIS. You will not get out of the US on a common carrier (ship or aircraft) without a passport.
