What is the name of your state (only U.S. law)? NC divorced in NJ

Have vented before on this website the X-Wife now owes $20,000.00 in CS and I have tried everything to get the money. The state of NJ just refuses to arrest her (also has 6 felony warrants outstanding, her family is connected in the county she lives in, plus she is a FM in NJ) or do anything to get my money. Question is I just seen a CNN report stating you can have the passport of someone who owes over 2500.00 dollars revoked or denied. How do we do this ? The report says you now need a passport to visit Canada and Mexico two places she visits regularly.
