My Petition’s I130 priority date is May, 2011
On January, 2015 Petition has been approved and sent to NVC, Portsmouth
I didn’t receive anything yet, is it possible to speed up the process of obtaining a visa in Visa Center?

You are dealing with a US government agency who work at their own (very slow) pace.
And don't forget that President Trump has vowed to stop chain migration, so every application to bring a relative into the US is under close scrutiny.
