I took a candy from a bin and eat it at Smiths Food and Drug. I also had like 4 in my pocket. After I purchase from items (not the candy) I was stopped and charged with a Class B midermeaner.

I am a first time offender.

Smith's mailed this letter.

"the merchant has elected to pursue civil liability" you are liable in civil action
the payment of any penalty demanded of you does not prevent criminal prosecution under related criminal provision.

This letter says I owe them 200 dollars.

The ticket was for 11 dollars.

What are my options?

They are allowed to pursue the civil liability. Pay it unless you would like to get sued for the $200 + attorney fees + court costs.
