Hello, I am in Maryland

I am going to give you a backstory to understand. First, I called animal control they did nothing. Well, they send a letter then they said the owners or the dogs have shelter. That is a lie I can see. Then they tried to say the dogs weren't' barking when they came I saw both times they came. The dogs were going nuts. Next, I looked up nuisance baring for Xxx that is how I found the site city org site however when I tried to call the police nothing no answer. First, I sent this same title to the Police Chief It was forwarded to the code enforcement officer of Xxx.

At first, I thought I was getting someplace but it's been weeks and now, nothing. The issue is this isn't my house but my mother's house. Yes, I help with the mortgage but not on paper. It's hard to describe how she is, but she will not let me put cameras up at the time when I could afford it nor does she like me calling police or animal control because she doesn't want any problems (Will get to that in a few.). But yet she doesn't like the dogs barking either. The people in the neighborhood are too dumb to call animal control or the police. The people next door the dogs have jumped their fence a few times. This is the same lady who did not respect the fact I did not like the kids her daughter was watching who kept hitting a ball at my car to stop playing by my car. Due to it was causing scratches. Nevertheless, here is what I sent to code enforcement also not if put it in there, but it's only 1 out of the 4 or 5 dogs that are causing the issue, it use to be 5 dogs. But I think after the fight with the dogs not sure what happened. I will admit I was a bit upset in the email. I am pretty sure you would be too if you can only get 3 hours a sleep a day. Anyway to the email if you want screenshots of proof I can post them as well.

I don't even know where to start due to it's so much. However, here goes. We have a neighbor that has about 4 to 5 dogs. They are constantly barking all day and all night. We have tried Animal Control then later Animal Control Commission because that is what animal control told me to do. Animal control also tried to say there were no dogs. They are always out barking. So I know for a fact they did not really check. I use to work for the PG animal shelter and knew ACO’s who would say they did not see the dogs. But they were there out. However, we can’t report the dogs anonymously. Which is the issue. I don't see why we can't. Is there is no common sense on either side of the animal owner's side or the stateside?

What I mean by that is, doing this non anonymously it will and can cause issues with neighbors. We have seen this happen before it has gotten pretty bad/violent with other neighbors. I don't understand why they can't just send someone out like them jerks from parking enforcement did, when they gave me a ticket for parking 1% of my tire on the grass so I don't get hit. I don’t understand how my parking halfway on the grass is bothering anything. However, barking dogs annoying people, and they can “go to court to face their accuser.” I mean people want to relax because they got off work or just sit & think or their day off work a weekend. Not hear dogs always barking. It’s like they don’t have common sense, we even heard people yelling telling the dogs to “Shut the F up!”. Also, animal control has been there and the police. It's like they don’t understand people are annoyed by the barking. Or they just are not answering the door. As I said if they are reported more than 3 times they should be fined I mean it’s more money for the state. I don’t understand the “They have the right to see their accuser in court.” Yea, but I also have the right to not want to hear dogs barking all morning long to the night. Woken by them barking as well.

Why can't they just send someone out so they see what is going on? I understand the state of emergency but if you are sent out multiple times. I mean come on, Then fine them. They’re making it harder than it has to be, then it may cause more problems than needed. I understand that some people view their dogs as family. Because I am one but I understand that sounds travels. Another thing I don’t understand is them having shelter, what does that have to do with the constant nuisance dog barking. I mean we also had had incidents where they have jumped the fence when kids were outside. At one point the dogs were fighting each other. I understand about the current state of emergency. But if they pull up & they've seen and heard the dogs that should solve the case. I mean that's evidence right there.

So my question is. Who do I contact to find out how to deal with this in a better way? Or change the rules of not being anonymous. Parking enforcement does it. Why can't Animal Control Commission or the animal shelter?

We have tried that this past summer. My friend had one it was called dog silencer max. It worked some times or at times made them bark more. It did not work. This was after animal control sent the letter to them. It's like trying to correct the problem made it worse.

That email was sent on Dec 11 I got nothing back.

I'm lost and don't know what to do. Then we have dumb people telling us to up and move. No one can afford that. We should not have to move when all they have to do is walk their damn dogs. The people right behind us have dogs we never hear them it's a breed that barks I worked with dogs for years. I did not even know till I saw the dog just running around. When the idiot's dogs on the other side started barking. Oh and another thing as far as them jumping the fence animal control told me, we pretty much have to get attacked first for the dog jumping the fence for anything to be done. Then they always ask if the dog on their property. I say yes but the barking is traveling to my ears. Sorry, it's all over the place and I'm also not good with grammar so I am sorry lol.

Because I can't move due to her health issues. I have a job and I am sick of getting only 3 hours of sleep every day due to people who have dogs, who should not have them if they have no respect for others. Apparently the authorities you have contacted have found no ticket-worthy violations.

Have you tried noise-cancelling headphones or ear plugs?

I agree with this wholeheartedly. That should solve the problem for you.

I understand that you are looking for a law you can invoke or an action you can take to force the authorities not only to act, but to act in the way that you want them to.

Do you understand that no such law or action exists?

I'm not going to wear earplugs or headphones all day because they can't handle or train their dogs. They leave the dogs out from 8 am to 11 pm at night. When I get home or on my days off I want to relax or sleep. I'm also not going to blast my TV disturbing my mother. I have seen the police come to house animal control too. They have seen them barking. But they won't answer the door.

Did ya'll even read the post? I did my research on this. They are disturbing the peace.

If the authorities refuse to act, and you refuse to take measures yourself to control what you hear (e.g., ear plugs), I don’t know what you want us to tell you.

Have you actually spoken with the neighbors directly about their dogs? In a friendly rather than a confrontational way?

Yes, that's what made it worse trying to do things the right way.

The fact that you have found a law that you believe is being violated does not mean you can force the authorities to act on it.

Well ... your options are definitely limited - and your legal options depend on agencies that, to date and for whatever reason, refuse to act against the dog-owning neighbors.

I am sorry that your sleep is being disturbed but I am not seeing you have any legal recourse.
