I laugh as mine will sometimes start - all in a different direction. So they are just talking to hear themselves talk. And that usually gets them straight in (sometimes, I'm in the middle of something else, so it takes a minute or three). But if there's a reason to bark - cat, deer, fox, etc.? I'll leave them to it until said critter has left. Unless, of course, it's early (i.e. before 7am) or late (after 10pm). If one of my neighbors worked off hours - and therefore slept off hours? I'd expect them to let me know. And then I'd try to work with them wrt the hounds. But I'd be a tad pissed if Animal Control were called straight off.

A former neighbor of mine, many years ago was particularly anti barking dogs. At the time I had three. Two Cocker Spaniels and a Chihuahua. One night the neighbor called me and threw a fit because my dogs were supposedly barking. I could hear the barking dogs myself. I went to call them in and my three were soundly sleeping on my patio, it was another neighbor's dogs that were barking. I had a few words to say to the complaining neighbor myself.

LOL It's funny - I have been known to get peeved over barking dogs. My one neighbor at the back has some small fluffy thing and they tend to let him out and then leave him barking to come in. (My three tend to ignore him.) Worse is when the kids are out and are barking along, teasing/egging him on. Thinking on it, a lot of it is attention barking on the part of the dog. THAT drives my new one crazy - I think she hears puppies in trouble (she had a few litters before I got her). Of course, that only spurs the wee little people along. And, of course, watching their sister distress barking only starts my other two. So it's in for all of them.

I do have sympathy for OP, I really do. Irresponsible pet owners are annoying at best. But, if it were me and a matter of my ability to sleep? I'd be happy to spend some money to alleviate my end of the problem.
