What is the name of your state?florida

I found a website that has some pictures on it and no where on the website did it say they have copyrights or no disclaimer saying not to copy the pics, my question is can I use these pics on my website if I want to?

Also if I use the pics and cut and paste part of the pics to create a new pic is that also allowed?

Rembering that there is no copyrights notice on this website.

Not without the permission of the owner.

Depends. If the original picture is still identifiable.... in ANY way, no.

Copyright notice is NOT required in order to create a copyright.
The use of a copyright notice is no longer required under U. S. law, although it is often beneficial. Because prior law did contain such a requirement, however, the use of notice is still relevant to the copyright status of older works.

Notice was required under the 1976 Copyright Act. This requirement was eliminated when the United States adhered to the Berne Convention, effective March 1, 1989. Although works published without notice before that date could have entered the public domain in the United States, the Uruguay Round Agreements Act (URAA) restores copyright in certain foreign works originally published without notice.
