Raising the rent

What is the name of your state? New York

What are the circumstances in which a landlord of an apartment complex can be justified for raising the rent? Is it renovations, property value increases or what? And can they raise the rent after an existing tenant's lease has expired?

Unless you live in some kind of area with restrictions/rent control/etc....

the landlord can charge whatever the heck they want for rent. Including raising the amount. When you sign a lease (12 mo, for example) you're guaranteed that the rent will remain the same for that length of time. Once you're 12 months is up they can raise it however much they want. I believe in most states they need to give you 30 days notice of the increase.

Of course the amount they charge should be based on the quality and condition of the property, as well as what other properties in the area bring. If they're not using those factors and just randomly pulling high figures out of the air they won't be able to keep tenants in their properties.

Are they using rent increases to try to force you out? Care to tell us the story now?

There is another thing comming pretty quick that is going to make some renters faint. If one rents in a property where heating is included. EXPECT rents to climb across the board every where. these lovely prices we all are paying at the pump are going to shift over to winter heating bills of all again and and will cause many rents to increase. If your rentals heat is included dont leave windows open for fresh air all day. Report to your LL in writting any windows that are drafty, dont seal well. or have cracks or glazing failures. if your heat is included and you happen to have your own thermostat set it to 68 or 70 instead of 72 or more. even if you are under some sort of rent control rules there are many things that can make rents go up beside util cost . Like needed major repairs, Insurance cost.
