Reasonable amount of time for tenant to pay non-rent

Yet another question that I'm not finding info on point on (yes, there are actually a lot questions that I do have and find the info on before coming here - believe it or not! )

What is considered to be an acceptable amount of time for a renter/roommate to have to pay on the following:

Utilities that are/were shared, but not included in monthly rent such as phone, cable, etc.

Repairs resulting from their negligence - such as stopped up toilet from too much paper and/or damage to driveway asphault.

I need to be reasonable, so if it becomes an issue as I fear it might, my I's & T's will all be dotted and crossed.

**A: see above. Or in the event of having to hire a plumber, immediately upon completion of the work.

I've been doing that... and many resources like this one. I haven't seen anything that specifies "reasonable". Most references seem to be that failure to make other payments besides rent/deposits are not valid reasons to break a lease. May I beg perhaps a code section, or better search terms??
