What is the name of your state (only U.S. law)? Currently CO, moving to NC.

I attend the Air Force Academy and became pregnant my sophomore year. In order to stay I had to relinquish my parental rights with the USAFA telling me I could readopt my son after graduation (due to a legal statute in a DODD regulation saying that cadets/midshipmen may not have dependents). I am now getting ready to graduate and am looking for advice on readopting my son. He has been placed with my sister in NC and we are in agreement over the readoption, but everything I see about voluntary rights termination has me very scared that I will not be able to adopt my son back. Advice?

You will need an attorney to help you with this matter. This is not a do-it-yourself project even if all parties are in agreement.

Did you relinquish custodial rights (per the military requirements), or were your actual parental rights terminated?

Where is the other parent?
