If fireworks are legal in your area/state Some good ol' firecrackers tossed near the birds will eventually get them to move along, often semi-permanently. EIther that or tos them out there when the neighbor is putting the food out. Maybe she will move along semi-permanently.

Actually, you gave me an idea. My father had a similar issue with pigeons resting under his rooftop central ac/heat for shade. He did something and they haven't been there for 10-15 years!

Move to Seattle or Pittsburgh, it rains all the time there and you won't have to worry about bird crap.
