How is he going to be charged w/ "manufacturing" with no evidence of a controlled substance or paraph-which is defined to include objects used in manufacturing a controlled substance. Am I to assume that I can be convicted of manufacturing meth for legitimatley owning a welder?

They may be trying to say that the welding tank was possibly holding anhydrous ammonia (the makings for meth). Was there anything in the tank?
If there wasn't, and if this is all they have with nothing to back up their claims, I don't think they have a leg to stand on.
