If it isn't on my MVR after 5 months could the courts still send it off to appear on my MVR after 7 months or longer?

Seat belt violations are not moving violations and do not go on your record.

Are you sure about that? One of the options at my DMV number is to have 0 point non-moving violations removed from your driving record as long as it has been 3 years since the offense.

The reason I am asking is because I got two different answers from the DMV. When I first got the ticket I called DMV and they said it doesn't go on your MVR. I just called last week and the guy told me that seat belt violations do go on your record.

I found this statement while researching this subject:

"I used to work in insurance underwriting and one of my jobs was reviewing motor vehicle records (MVR). I often saw violations from multiple states on one MVR. As a matter of fact, both moving violations (speeding) and administrative type (expired tags) violations showed up."

Is an administrative type ticket different from a non-moving violation type ticket?

The options regarding the 0-point non-moving violations you refer to are equipment violations, such as a headlight being out, license violations such as not carrying your driver's license on your person while driving, and registration violations, ie operating a vehicle with expired license plates. Seat-belt violations are not 0-point non-moving MVR DMV reportable violations, they are treated as parking tickets. Parking tickets do not go on the mvr, are not reported to the dmv and do not carry points or affect insurance premiums. You could have had 100 parking tickets in the past year, and as long as they are all paid, there are no further consiquences. The ONLY time parking tickets have any affect is if you have more than a certain number of unpaid parking tickets from the same town, usually 10 in most states, the municipality could send a certification for driver's license and/or license plate suspension to the state DMV, which would then put a suspension on your mvr record until all of the tickets are satisfied. If this is your only outstanding parking ticket, you have nothing MVR DMV or insurance related to worry about whatsoever, just pay the ticket and that is the end of it forever.
