security deposit and utilties

What is the name of your state? Louisiana

I work for a property management company in new orleans. We took over the management of a property from the owner. The tenants signed a year lease that DID NOT include utilites. I recently foud out that the owner never disconnedted the utilties and he has been paying tenants utilties for almost a year (if not longer-cant acess the records at the moment). Can we withhold thier security deposit (owner is emailing the bills-but i know it is way more than tenents $1500 deposit).

If the bills ad up to more than $1500, can we sue for the remainder the security deposit didnt cover?

and this isnt really imp-but good to know, can we evict them for this?What is the name of your state?
