What is the name of your state? California

I am attempting to settle an injury claim for a vehicle accident with fault of the opposite party. I have made a written request for monetary settlement of my medical fees and other related expenses including pain and suffering. Can this usually be settled over the phone or is it customary for a claims agent for the insurance company of the person at fault to request to come to my home to discuss the settlement?

They will want to meet you in person.

Most insurance claims settlement are done over the phone. You need to follow up with the adjuster. Under the Department of Insurance regulations, an Insurance company has a duty to respond to written communications within 15 days of its receipt.

I have settled cases for over $1M and still never laid eyes on the adjuster. If they want to meet with you in person, they either don't have that many cases or are planning on slipping you a roofie and taking advantage of you while they videotape it so they can sell it to some porn web site.
