if a officer writes the wrong state on the ticket that the car is registered in, is this grounds for a dismisal

Absolutely. All information on a ticket must be accurate. Merely plead "not guilty" to the charges. If the judge asks, and he will, what your defense is, just say and remind the judge that the law requires that the correct State Name was not on the ticket. Case dismissed.
