What is the name of your state? Louisiana

My best friend is 19 years old and her boyfriend is 15, turning 16 in September. They had sex only one time and both were consenting. Is this legal? What if no one wants to press charges if it is illegal? And why does it have to be called statutory rape even if the minor is of mind and body to consent?

Because the statutes in your state say it is illegal. In your state, the legislatures do not believe a person under the age of 17 CAN consent. It is breaking a state law and it would be the state prosecuting.
