Stepmother adopting Oregon or Washington?

What is the name of your state (only U.S. law)? Oregon

This is a little role reversal as I am the step-mother being asked to adopt.
The birth mother had son taken away at the age or 5, has not had visitation. She is now asking that I adopt him. I have the independant adoption forms for Oregon, but since birth mother lives in Washington, he was at one time a ward of the state in Washington, does that make a difference in the filing of papers? Should I be filing independant adoption in Washington? And, because of the adoption does she relinquish child support responsibility?

okay, lets clear up a few things.

where does the child live now? and for how long? is dad in agreement with this idea? does dad have custody? has the state of WA relinquished the foster care?

Do YOU want to adopt the child?

If the adoption is finalized, the former mother will NOT have any responsibilty to pay CS.

OP's post indicates that she is the step-mother, so I'm guessing that she is married to the bio/legal father.
However, I could be wrong so I hope the OP clarifies.

Yes, I see that, but I am feeling a slight disconnect for some reason in the OP, like there is something missing (the ward of the state thing for one..). I could be very wrong too of course.
